2. Geotagging: Every structure is assigned a unique census number and a digital coordinate within a 100-meter radius.
3. The 33 Questions: Residents are grilled on everything from wall materials and drinking water sources to internet access and vehicle ownership.
Privacy vs. Participation: The Resident’s Dilemma
While the government hails the "Self-Enumeration" portal as a success - with 12 lakh people participating nationwide—the numbers in the New Delhi district tell a different story. Only about 5,000 households in the NDMC and Cantonment areas opted to fill their details online. This has left the bulk of the work to the field teams.
The investigation found a palpable sense of "survey fatigue" and "privacy anxiety" among New Delhi’s elite and working class alike. "The ₹25,000 honorarium is paid in two installments, but the mental and physical toll of doing this in 40-degree Celsius heat is immense."
The reliance on mobile technology, while efficient, has its own hurdles. In areas with poor network connectivity, the app often lags. Enumerators are forced to record data on "rough sheets" and upload them late at night from their homes—effectively doubling their work hours.
The "Caste" Elephant in the Room
While the current HLO phase focuses on "amenities and assets," the shadow of Phase II looms large. Scheduled for February 2027, the second phase will include the first caste-based enumeration since 1931.
"People are already asking us where the caste column is," says an official. "We have to tell them that current questions are only about their house, their toilets, and their smartphones. The demographic and social data comes next year."
Timeline and Logistics
The New Delhi district, comprising 571 enumeration blocks, is the testing ground. Each block covers roughly 180 to 200 houses (approx. 800 people).
